The clients get notified whenever a new proposal has been submitted for their project, they get an email notification regarding this that encourages them to establish contact. As the next steps, the client will come to review the proposal that you have submitted, and if they believe you are a good candidate for their project, they will begin engagement via private messages.
However, we do also encourage you as the expert to take the first step and send the client a message in the private messages to kickstart the conversation.
