When you have found a project you would like to submit your proposal on via the "Browse projects" page, you will see a button by the side that says "View Details":
When you click "View Details", it will automatically take you to a page where you can view the project details and submit your proposal based on the details. If you have been invited to a project via email invite, there will be a large button within the email that says "I'm Interested":
This will also redirect you to the page where you can view the project details and submit your proposal.
